The Victoria Community Development Corporation
Community-Based Coastal Resource Inventory (CCRI)

Throughout Newfoundland and Labrador, coastal communities are beginning to find new ways of improving their economic circumstances, quality of life and physical environment. In many regions of the province, this has meant the formation of partnerships between community groups and organizations, economic development boards and various government agencies in order to prepare inventories of marine and coastal resources. These inventories provide useful information for planning and managing human activities within the coastal zone - the area along the coastline which includes the marine resources near the shore and land resources connected to the sea and the marine environment.

Project Site

The Bay de Verde CCRI has focussed on collecting coastal resource information along the two hundred and twenty-three kilometres of the Bay de Verde Peninsula (Zone 17), including both Conception and Trinity Bay. This region encompasses the Communities located in the northwest section of the Avalon Peninsula, and is often collectively referred to as the Baccalieu Trail.

The idea for the Coastal Resource Inventory project came from, Frank Walsh a Habitat Officer with Fisheries and Oceans, when he informed the Victoria Community Development Corporation
of this particular project taking place on the West Coast of Newfoundland. Two VCDC members (Donald Inniss and Eileen Rose) met with Mr. George Parsons-Exective Director, Baccelieu Board of Economic Development to discuss the possibility of a partnership between the VCDC and the BBED to go forward with a proposal to HRDC and DFO. The idea was favourably accepted.

Partnerships and Steering Committee

The Bay DE Verde CCRI has made possible through the partnership of the Victoria Community Development Corporation (VCDC) and Baccalieu Board of Economic Development (BBED).The venture was guided by the Marine Environment and Habitat Management Division of Fisheries and Oceans Canada (DFO). Funding for the projects was granted through the Department of Human Resources Development Canada (HRDC) and DFO Work space, consisting of an office and large classroom, was generously donated by the Carbonear campus of College of the North Atlantic. A Project Steering Committee (Appendix) A) composed of both local interest groups and government agencies was formed to monitor and guide the direction of the project.

Project Staff

A staff of fifteen was hired to complete the Bay de Verde CCRI. The Project Manager was responsible for overall project management and training of staff. Both a Assistant Manage and Project Coordinator were hired to assist the Project Manager. Twelve Researchers were hired to collect and prepare data for incorporation into the inventory.

The twelve researchers and the project coordinator were employees of the Victoria Community Development Corporation. Funding was transferred from HRDC through the BBED.
The Project Manager and the Manager's Assistant were employees of the BBED.
